New Delhi: September 1, 2010.

 

There are 116 ticketed monuments, archaeological sites and remains under the Archaeological Survey of India.  The details are at the Annexure.

The revenue earned through the sale of tickets during the last three years (financial year) and from April to June, 2010, is as under:

Ministry of Culture

Fund to NGO for Cultural Festivals Development

New Delhi: September 1, 2010.

 

Ministry of Culture under its Scheme of Financial Assistance renders financial assistance for seminars, festivals and exhibitions on cultural subjects by Non-profit organizations.  Under this Scheme, grants to various NGOs have been given, including those located in Bihar.

The details of amount of grant sanctioned to various NGOs state-wise during 2007-08, 2009-2010 and the current year is enclosed at Annexure 'A'.  As the scheme was under revision during 2008-09, no grant was released during that year.

Ministry of Parliamentary Affairs

Both Houses of Parliament Pass Twenty four bills during Monsoon Session

New Delhi: September 1, 2010.

 

The Monsoon Session, 2010 of Parliament which commenced on Monday, the 26th of July, 2010, concluded on Tuesday, the 31st of August, 2010.  The Session was originally scheduled to conclude on Friday, the 27th of August, 2010 but the sittings of both the Houses were extended by two days i.e. up to Tuesday, the 31st of August, 2010 to transact essential Government Legislative Business.  The Session provided 26 sittings of both the Houses of Parliament spread over a period of 37 days.

Addressing the media persons today, the Union Minister for Parliamentary Affairs Shri Pawan kumar Bansal informed that during the Session, 26 Bills (18 in the Lok Sabha and 08 in the Rajya Sabha) were introduced.  The Lok Sabha passed 21 Bills (including the minor amendment in trade marks Bill) and the Rajya Sabha passed 24 Bills during the session.  Total number of Bills passed by both Houses of Parliament during the Session is 24. One Bill, namely, the Representation of People (Amendment) Bill, 2006 was withdrawn in Rajya Sabha.  Ministers of State for Parliamentary Affairs Shri Prithviraj Chavan and Shri Narayanasamy were also present at the press conference. A list containing the titles of the Bills introduced, and considered and passed during the Session is annexed.

The Statutory Resolution seeking approval of the Proclaimation issued by the President on the 1st of June, 2010 under Article 356(1) of the Constitution in relation to State of Jharkhand, was discussed and adopted by both the Houses. Besides a Government Motion on the issues of Population stabilization in the country was also discussed in Lok Sabha.

During the Session, Supplementary Demands for Grants (General and Railways) for 2010-11 and Supplementary Demands for Grants relating to the State of Jharkhand for the year 2010-11 and their Appropriation Bills, were discussed and passed by the Lok Sabha. Thereafter, the Rajya Sabha considered and returned these Appropriation Bills.

In Lok Sabha, motion regarding inflationary pressure on the economy and its adverse impact on the common man moved by Smt Sushma Swaraj, Leader of Opposition was discussed for about 9 hours spread over two days on August 3 and 4, 2010 and in Rajya Sabha, similar motion moved by Shri Arun Jaitely, Leader of Opposition was discussed for about 8 hours spread over two days on August 4 and 5, 2010. Thereafter, the Chair placed the Resolution urging upon the Government to take further effective action to contain its adverse impact on the common man, which was agreed to by both the Houses.

Two Bills replacing the Ordinances, namely, the Indian Medical Council (Amendment) Ordinance, 2010 and the Securities and Insurance Laws (Amendment and Validation) Ordinance, 2010 which were promulgated by the President, were considered and passed by both the Houses of Parliament during the Session. One Bill replacing the Ordinance, namely, the Jharkhand Panchayat Raj (Amendment) Ordinance, 2010, promulgated by the Governor was also considered and passed by both the Houses of parliament.

In the Lok Sabha,  Six Short Duration Discussion under Rule 193 were held on (i) delay in preparation for Commonwealth Games, 2010; (ii) Bhopal gas tragedy; (iii) illegal mining; (iv) atrocities against Scheduled Castes and Scheduled Tribes; (v) situation in Jammu and Kashmir; and (vi) flood and drought situation in the country.  In the Rajya Sabha, Two Short Duration Discussion under Rule 176 were held on (i) Bhopal gas tragedy; and (ii) illegal mining in the country. Besides, 7 Calling Attentions each in Lok Sabha and Rajya Sabha were discussed.  One Half-an-hour discussion in Lok Sabha and two Half-an-hour discussions in Rajya Sabha were also discussed.

Ministry of Shipping

Six MPs Join National Shipping Board

New Delhi: September 1, 2010.

 

Six Members of Parliament have today joined the National Shipping Board (NSB) for a period of two years from today. Of them, the four MPs from Lok Sabha are Shri. Somendra nath Mitra (West Bengal), Shri Rajendrasinh Rana (Gujarat), Adv. A. Sampath (Kerala) and Shri. Hamdullah Sayeed (Lakshadweep). The two MPs from Rajya Sabha are Shri K.V.P. Ramchandra Rao (Andhra Pradesh) and Shri. K. B. Shanappa (Karnataka).

 

The Board is chaired by Capt. PVK Mohan. Other Members of the Board are Additional Secretary - Ministry of Shipping, Joint Secretary – Ministry of Shipping, Director General – Shipping, Joint Secretary – Ministry of Commerce, Deputy Chief - Naval Staff, Director General – Coast Guard, Chairman – Shipping Corporation of India, Chairman – Cochin Ship Yard, Chairman – Chennai Port Trust, Vice Chancellor – Indian Maritime University, Ship Owners, Representatives of Trade Unions and Bodies.

 

The NSB has in recent time taken up a number of issues and made significant recommendations on the Shipping Sector to the Government. The main issues which have been concerning the Board in recent times are Piracy and Maritime Security, Coastal Shipping Policy, setting up of State Maritime Boards, policy changes in sinking of Iron-Ore ships, Container Terminal in Diamond Harbour, Bulk Port in Sagar Islands, Eastern side Jetties and Floating Break Waters etc. in Lakshdweep Islands.

Shri Sutanu Behuria today took over as the Secretary, Department of Fertilisers in the Ministry of Chemicals and Fertilisers. Shri Behuria is a 1976 batch officer of the Indian Administrative Service of Himachal cadre. Before this he was Special Secretary and Financial Adviser in the Ministry of Commerce and Industry.

Shri Mukul Joshi takes over as Secretary, Department of Pharmaceuticals

New Delhi: September 1, 2010.

 

Shri Mukul Joshi today took over as the Secretary, Department of Pharmaceuticals in the Ministry of Chemicals and Fertilisers. Shri Joshi is a 1975 batch officer of the Indian Administrative Service of Punjab cadre. Before this he was Secretary, Inter-State Council Secretariat, Ministry of Home Affairs.

Vice President Greets People on Janmashtami

New Delhi: September 1, 2010.

 

The Vice President of India Shri M. Hamid Ansari has greeted the people of our country on the joyous occasion of Janmashtami. In his message he has said that celebrated across the country with traditional fervour and enthusiasm, Janmashtami reminds us of the life and teachings of Lord Krishna.

 

Following is the text of the Vice President's message :

 

"I extend my heartiest greetings and good wishes to the people of our country on the auspicious occasion of Janmashtami, the festival which celebrates the birth of Lord Krishna.

 

Celebrated across the country with traditional fervour and enthusiasm, Janmashtami reminds us of the life and teachings of Lord Krishna.

 

On this occasion, let us rededicate ourselves to the teachings of Lord Krishna and work for the creation of a peaceful, harmonious and enlightened society."
