Dalits start fleeing in Bharatpur village after violence

JAIPUR: In a repeat of the Husheypur incident in Alwar district in which members of Dalit community were forced to flee their village, several Dalit families fled from their houses in Chandpur village of Bharatpur district after a violent confrontation with members of a minority community.
The Special Task Force (STF) was deployed in the village on Thursday after the minority community members pelted stones at the houses of Dalits. The two communities have been on loggerheads over a land dispute for some time in the village.
On Wednesday, a goat strayed in the farm of another community which triggered tension and violent confrontation among the two communities. "At least a dozen members of two communities were injured in the stone-pelting that took place during wee hours on Thursday," a senior officer of district administration told TOI on Thursday.
Many Dalit families have reportedly fled from the village over the past two days. According to reports, the stone-pelting took place in the presence of some police and civil officers.
"STF personnels have been deputed in the village. The situation is still tense but under control," the officer said.
Asked if any further clashes were reported on Thursday, Madhusudan Singh, inspector general of police, Bharatpur range, said: "Not much happened. The situation is now improving and under control. As a precautionary measure, we have deployed local police and STF in the village."
Chandpur village has a mixed population of Mev and Dalit community.

Dalits of Malayambakkam village blamed the local politicians and police for encouraging them to brew illicit liquor for the past 60 years.
The villagers said police did not make an attempt to stop them from brewing illicit liquor as they wanted to make money through the business. However, the same cops now claimed that they have rehabilitated the brewers.
''Every house in the hamlet brewed illicit liquor. It is like a cottage industry, women, children of every family assisted the men in brewing,'' said Murthy Jacob (50), pastor of Malayambakkam, who helped police eradicate liquor brewing from the village.
At least half of the earnings made by the brewers were pocketed by the cops. ''We used to earn `2,000 per week by selling illicit liquor, but had to pay a minimum of `1,000 as bribe to the prohibition enforcement wing and local police,'' said Kannan.
This apart, the villagers had to send at least five people per week to the police station, whom the police would book for selling illicit liquor. ''It was to save themselves and at the same time, they would encourage us to brew liquor,'' added Kannan.
Recalling the past, Murthy Jacob said that when his father Palayan tried to prevent brewing illicit liquor at the village, police booked him on false charges. Outraged, he started assisting the brewers; however, his father advised him to leave the village.
There were also occasions when police attempted to come down heavy on the brewers, but the local politicians stopped it. ''Thirty years ago, when inspector Rajendran tried to eradicate illicit liquor, the issue was taken up with the then chief minister MGR. The CM ordered the police not to enter the village,'' he said.
Social activist Saroja (50)said though many officials in the past tried to address the problem, they did not create alternative employment. "Police made use of the lack of job opportunity and illiteracy among the people, to make money,'' said Saroja.

Bangalore: The Karnataka High Court on Thursday expressed concern over the reported failure of the Karnataka State Commission for Scheduled Castes and Scheduled Tribes to hold even a single meeting during the last three years and asked the State Government to respond to the charge in two months.
A Division Bench comprising Chief Justice J.S. Khehar and Justice A.S. Bopanna passed the order while hearing a public interest litigation petition filed by Karnataka Valmeeki Nayaka Mahasabha, which complained that the commission, headed by BJP MLA from Haveri Nehru C. Olekar, had not conducted even a single meeting since 2007.
The petitioner also said that the Government recently extended the tenure of the commission.
The commission chairman had stated that many visits were made to different districts and several recommendations were sent to the Government for the welfare of Scheduled Castes and Scheduled Tribes.
While observing orally that the Government must appoint a person who has the time and commitment to such posts as it is a serious and sensitive issue, the Bench said public purpose will be affected if the commission does not function effectively. It asked Government counsel to submit a response to the allegations within two months.
Bail rejected
The High Court on Thursday refused to release on bail two youth arrested on the charge of indulging in naxal activities in Sringeri.
Justice V. Jagannathan dismissed the petition filed by Padmanabha (24), a resident of Kadekal village, and Vijayakumar (28), a resident of Uduthal, both near Sringeri.
The accused were arrested last year while allegedly affixing posters and pamphlets that contained literature about naxal activities besides a message to the people to boycott elections.
The petitioners said that the police had falsely implicated them in the case and that many an accused in the case had been released on bail, while questioning the rejection of their plea for release on bail by the Additional District and Sessions Court in Chikmagalur.
Dismissed
The High Court on Thursday dismissed a public interest litigation petition challenging the schedule of World Cup ond-day international cricket matches stating that the tournament would affect students as examinations are being held during this period across the country.
The Division Bench, headed by the Chief Justice, dismissed the petition filed by the Forum of Advocates for Social Cause seeking directions to the Union Government to take steps to ensure that students' interests are not affected due to the cricket matches.
Notice to MLA
The High Court on Thursday ordered issue of notice to Heggadadevankote MLA Chikkanna who allegedly obtained a caste certificate by making a false claim that he belonged to the Nayaka community which comes under Scheduled Caste category even though he belonged to the Parivara community that falls under Backward Class category.
Justice B.S. Patil passed the order on a petition filed by Subhash, working president of Scheduled Tribes Cell of the Congress, Mysore, alleging that Tahsildar of Heggadadevankote, who was earlier asked by the High Court to reconsider the certificate issued to the legislator, has once again confirmed that the legislator belonged to ST category.
The judge directed the Tahsildar of Heggadadevankote and the MLA to file statements within three months.

The Mirchpur imbroglio continues to get knottier for Haryana Government. The latest turn of events is the issue of the schooling of around two dozen children of Dalit families that have taken shelter at Tanwar Farm on the outskirts of Hisar city.
The Dalits want their children to be admitted to a Government school in nearby Kaimri village and locals there do not want it. They locked the school gate to prevent the Dalit children from coming to school.
Dalit children wanted to take up the issue with Chief Minister Bhupinder Singh Hooda who came to address the convocation of Guru Jambheshwar University on Wednesday. Police did not let them enter the Haryana Agriculture University campus that was the venue of the convocation.
Dalits said where the security was for them in Mirchpur when their children could not be admitted even into a school far away from Mirchpur. They see into it as yet another manifestation of the Dalit-Upper caste divide that led to second migration of Dalits from Mirchpur as tension mounted when the Jats took to blockades of rail and road traffic last month in Jind and Hisar districts.
Amit Agarwal, Deputy Commissioner of Hisar, said that the issue of children's education will be solved soon. "We have set up a committee of officers which would find a solution to this problem after talking to the villagers of Kaimri and the Dalits camping at Tanwar Farm. The children are entitled for education under the Right to Education Act and we shall take full responsibility for that," he said.

Deputy Commissioner Amit Kumar Aggarwal said here today that any Dalit family from Mirchpur residing outside will be given Rs 10,000 if it returns to the village.
Talking to mediapersons, he said those Dalit families which had returned had been paid the grant already. As and when the remaining families chose to return, a similar grant would be paid to them.
He said the administration would ensure schooling facilities for the children of the Dalit families staying outside. A panel had been set up under the chairmanship of District Development and Panchayat Officer Sumit Kumar to prepare a list of such children. Aggarwal said the district administration was committed to developing Mirchpur as a model village.
Superintendent of Police Hanif Qureshi, who was also present at the press conference, said three companies of the police would remain stationed in Mirchpur to ensure peace.

Jaipur, Feb 18 (PTI) The Rajasthan government has set upa toll free helpline number to register complaints related tooffences against schedule castes and schedule tribes.
"One can call at toll free number 18001806025 andregister complaints related to offences against peoplebelonging to SC/ST category," an official said.
The helpline was started in compliance of a decisiontaken recently during a meeting chaired by Union Minister forSocial Justice and Empowerment Mukul Wasnik, he said.
